percent of students absent 21 days
or more in middle school in
Flagler and Volusia counties.

Goal: Downward Trend.

This is Important Because
when students miss a significant of
school days, they are not learning
and it can be a complex issue that
requires in depth research.

Note: The percent of Flagler County students absent 21 days or more is increasing. The same population in Volusia County has generally remained constant over the last five years.


Students with Disabilities School Absenteeism

the percent of students with disabilities absent 21 days or more in middle school in Flagler and Volusia counties.

Goal: Downward Trend.
This is Important Because… when students miss a significant number of school days, they are not learning and it can be a complex issue that requires in depth research.

Note: This is a new indicator for 2007. It is not a standard data element for the school system; therefore, Florida data was
not researched. This indicator will be revisited for relevancy and value for future Snapshot publications. The percent
recently decreased in Flagler while Volusia is showing an increase.


Teenage Mothers
Rate of Births to Mothers, Ages 10-17, Per 1,000 Population


This Indicator Measures…
the total rate of births to mothers, ages 10-17 per 1,000 of the population in Flagler and
Volusia counties.

Goal: Downward Trend.

This is Important Because…
teenage mothers statistically are unemployed or underemployed, do not receive
and/or complete their ducation
and live in poverty.

Note: The drop in Flagler’s rate in 2003 may be due to small numbers or to population growth; Volusia County’s rate is relatively the
same. This age range is as recorded and reported by the Florida Department of Health. This indicator is duplicated on page 70.
Additional note: In 2005, repeat Births to Mothers Ages 15 to 19 were 5 of 64 teen mothers in Flagler and 92 of 674 in Volusia.


Delinquency
Rate of Youth Referred for Delinquency, Per 1,000 Population

This Indicator Measures…
the total rate of youth referred
for delinquency per 1,000
population in Flagler and
Volusia counties.

Goal: Downward Trend.

This is Important Because…
when the rate of youth referred
for delinquency is declining, it
can be an indication that fewer
youth are engaging in
delinquent behavior.

Note: Flagler and Volusia’s rate has decreased since 2001-02, 14% and 7% respectively. It is also interesting to note that in Flagler
County the number of referrals increased by 38.7% while the population increased by 60.8%. In Volusia County the number of referrals
increased 2.1% and the population increased by 10.1%. Statewide there was a decrease in referrals of 3.2% with a 10.2% increase in
population. This indicator is duplicated on page 40.


School Readiness - Letter Naming Fluency

skills that are important in
learning to read.

Reading Achievement
Percent of 5th Grade Students Scoring 3 and Above in FCAT Reading

This Indicator Measures…
the percent of 5th grade students in Flagler and Volusia counties scoring 3 and above in the FCAT reading. Students that score in FCAT Achievement Levels 3, 4, and 5 in reading or mathematics are considered on grade level, proficient, or advanced.

Goal: Upward Trend.

This is Important Because…
reading achievement scores are the academic measure of
students’ skills and indicators of overall school achievement.

Teen Drivers
Rate of Motor Vehicle Crashes by Teen Drivers, Ages 16 to 18, Per 1,000 Population

This Indicator Measures… the total rate of motor vehicle crashes by teen drivers, ages 16 to 18 per 1,000 population in Flagler and Volusia counties.

Goal: Downward Trend.

This is Important Because…The risk of motor
vehicle crashes is higher among 16- to 19-year-olds than among any other age group*.

Note: The number of Flagler teen-driver crashes has been increasing. A significant increase in the 16-to-18-year-old
population in Flagler in 2005 contributed to the decreased rate of crashes for that year. Volusia teen driver crashes have
declined over the past five years. Resident teen driver fatalities in 2005 were 0 for Flagler and 4 for Volusia.

this survey is administered biannually to randomly selected middle and high school students. Used to capture behavior, it is the only valid source of youth behavior.

Number of Homeless Children and Youth Identified by the School System

This Indicator Measures…
the total unduplicated number of homeless children and youth identified in Volusia
and Flagler County schools
in one school year.

Goal: Downward Trend.

This is Important Because… Children living in homeless situations usually perform two to three years below grade level

Note: The number of homeless children is significantly increasing. Briefly, homeless is defined by the Department of
Education as living in emergency or transitional shelters, sharing housing due to hardship, living in cars or public spaces,
